Bank Day celebrated with hearing impaired students

ITANAGAR, July 01: Joining with the rest of the country, State Bank of India, Itanagar Branch celebrated Bank day at Donyi Polo Mission School for Hearing Impaired, Chimpu, Itanagar.

Assistant Manager, SBI Itanagar JK Sarkar briefed on the Bank day and appreciated the Principal and staff of the institution for proving yeoman services to the students.

He assured to provide one computer set to the school and other possible help.

Principal, DPMSHI Chimpu H Sharma highlighted the achievements of the school and thanked the SBI, Itanagar team for celebrating the day with the children of the institution. He appealed the bank officers to provide possible package for the students.

Later, Manager along with Bank staff distributed sweets to the children.

The students also displayed short Drama, traditional and modern dance on the occasion.

It is worth mentioning that SBI adapts girl students and provide them support to further their studies. If SBI could extend its adaptation mission to such students it would go a along way in ensuring secure future for these students.

Almost, 90% students of this institution belong to below poverty line family and most of the parents are not in a position to pay annual fee of Rs 3000. DIPRO Khonsa adds: The Branch Manager Surendra Nath Haloi along with staff visited the District Hospital, Khonsa and distributed Glucon-D and biscuits to the indoor patients to mark the occasion today.

The Doctors and staff of the hospital appreciated the gestures of the SBI and appealed to render such humanitarian service in future also.

Earlier, highlighted the significance of the day at a meeting held in the Bank premises, Haloi said that customer’s satisfaction should be the main goal and objective of the staff and urged the staff to work with devotion to provide maximum customer satisfaction.

NEPA express concern at exclusion of people’s participation

ITANAGAR, July 1: The policies concerning the developmental dynamics of the NE region have most often been conceived and framed by people who have never stayed or visited the Northeastern region stated Northeast Peoples Alliance (NEPA) comprising of Seven Research based grassroots organization from the region. The Northeast Peoples Alliance (NEPA) is seriously concerned about the exclusion of people’s participation in all the major developmental projects in the Northeast and the lack of transparency in the formulation of the important policies in the Northeast. The NEPA is committed towards mobilizing the various human resource pool of the northeast to find ways and means to address all the concerns through various forums in the region.

Known as Kohima Declaration, it was issued after a two days conclave at Kohima recently.

Famous documents like the NE vision 2020 and the over-referenced Look East Policy have all been behind the development discourse dominating the official perspectives of the various state Governments in the Northeast, it said.

While recognizing the fallacies of neo-liberal policies and learning from the lessons of the global economic meltdown that has mired the hitherto indomitable global giants in the vortex of recessions, the duplication and replication of the same policies in the NE by the various agencies of the Government of India severely threatens the people of the northeastern region on the questions of livelihood, land rights and the ever depleting natural resources.

The implications of the various loans from Financial Institutions, both International and national, for projects prepared and identified by policy makers sitting in the cool confines of Delhi, Manila and Washington, negates the ability of the people from the region in determining for themselves the development models and paradigms that would best suit the people of the NE region, the statement read. Situating the NE as a pivotal centre in the internationally critical and contentious issues on water, territory, natural resources, climate change, the Northeast Peoples Alliance would like to urge the state Governments in the Northeast to review their relations with neighboring countries like Bangladesh, Myanmar, China and Bhutan. The various bilateral and regional agreements that exist or are being proposed between India and the abovementioned countries on the issue of trade, finance and development are critical to the survival and progress of the people of the Northeast.

Tater Kipa calls on students to be in sync with changing times

ITANAGAR, July 01: Pointing out that the 21st century is an era of knowledge; Education Minister Tatar Kipa today called upon the student’s community to tune themselves to the changing time by acquiring knowledge instead of wasting time and behaving in agitated mode. He was addressing the 4th general conference-cum-election of All Kimin Kakoi Students’ Union at Kakoi today.

He said Arunachal being a frontier state with vast natural resources has a greater responsibility towards the nation. The students being the future citizens have to realize the truth and shoulder responsibility with positive attitude, he advised.

Referring to repeated agitation, he said there is solution to every problem through discussion across the table.

Education Minister Tatar Kipa today proposed to set up either a RKM school or VKV at Kakoi to extend quality education at the door steps of the students.

Kipa asked the local MLA Ngurang Pinch to initiate the proposal, according to an official release.

Pinch, in his address, called upon the people extend their support to the government to expedite development and the students to prepare to face the competitive world.

“Do not trespass”

ITANAGAR, July 1: Lower Siang Project Affected People Action Committee informed in press release that it has barred labourers and employees of the Jaypee Associates (Jai Prakash Group) from encroaching onto land belonging to the community without consent of the people of the area.

It further informed that a notice was sent to the Jaypee group to remove the man and machine from the area till the talks with government was finalized.

However the labourers were forced to evict from the area peacefully as they were trespassing on the land, a release informed.

The 1700 MW Lower Siang HE project on river Siang will be built on Build Own Operate basis and the project area is located at 50km from Pasighat along the Pasighat-Pangin road near Rotung village in East Siang district.

Lower Siang Project Affected People Action Committee opposing the Lower Siang Dam project said that state government had signed the MoA with Jaiprakash Associates Ltd on 22.0-2.2006 to build dam at lower Siang belt without consulting the concerned affected people.

It claimed the state government have already taken Rs. 672 lakhs as upfront money from Jaiprakash associates in two installments.

It further said that as per MoA, neither the Jaiprakash Associates Ltd nor the state government shall be responsible in any manner for losses arising due to earth quake, flood, explosion, cyclone and landslide. Lamenting over state government Rehabilitation and Resettlement policies, it said if the government was serious, the minimum families to qualify to get the benefit of Rehabilitation and resettlement ought not to have been twenty. It should have made the Rehabilitation and resettlement applicable to each and every affected family, it added.

AAPWU to go for state wide agitation

ITANAGAR July 01: All Arunachal Pradesh Workers Union (AAPWU) has unanimously decided to call state wide agitation on phase wise till the state governments responses to their demands from August 17 next.

The union includes clearance of assured career progression scheme (ACPS) to the work charge (W/C) employees of the state.

It also called for regularization of workers/ employees those who have completed 15 years service in the department for non APST and 10 years for APST. It demanded implementation of VRS scheme under golden handshake policy in all the government departments.

AAPWU said that 60% reservation should be kept for department candidates when post of Peon, Chowkider, Surveyor, LDC, UDC arises and give jobs to casual workers of the concerned departments as per merit and seniority basis.

The first phase would be peaceful dharna at Secretariat Gate, Itanagar and at DC’s office complex at respective districts on August 17.

The second phase would be tools down & pen down strike all over the state and withdrawal of domestic servants from August 19 to 20. The third phase would be 36 hours state wide band call from August 25.

It said that indefinite strike would start from August 26. AAPWU further warned to boycott the assembly elections.

Tirap to Run for Peace

ITANAGAR, July 1: Tirap District Administration is organizing the first Half Marathon at Khonsa on August 12 with the theme ‘Run For Peace’.

Deputy Commissioner, Ankur Garg who is the main force and inspiration behind the mega sporting event convened a meeting today to chalk out programmes and modus operandi.

In his welcome address, the Deputy Commissioner threw light on the objective of organizing the Half Marathon which was primarily to spread the message of peace and inculcate the spirit of sportsmanship, especially, amongst the youth. Describing the present situation in Tirap district, Garg opined that conduct of sports and cultural activities wherein people from all walk of life, especially youth would participate, will without an iota of doubt, create congenial atmosphere for the people to come out from their ‘fear psychosis syndrome’ and take active part in over all development of the district. He said that it was a small step towards creating an ambience of unity, friendship and love and urged participants in the meeting to extend their fullest cooperation to make the mega event a grand success by ensuring maximum participation. He also explained in brief the origin and background of Marathon.

After a threadbare discussion, various committees and sub-committees were constituted to oversee the arrangements. The first Half Marathon was supposed to be held in the month of April this year but had to be deferred to 12th August’09 due to Lok Sabha elections. Sports enthusiasts from all over the state are expected to participate and the event is expected to be flagged off by a prominent personality from the state. There will be different categories like general, men & women, professionals, students, boys and girls and attractive cash awards have been kept for winners of all categories. State Bank of India and Oil India are the main sponsors for the event. The all important meeting was attended by HoDs, heads of educational institutions, PTIs and coaches.

It may be recalled that Tirap district was the most preferred place of posting for government employees and also for the contractors in the not too distant past. However, the present insurgency problem has tarnished the image of the district in no small measures and today the district is in news for all the wrong reasons. In the backdrop of this grim scenario, the effort of the district administration in rebuilding the image of the district would definitely send a right message to the people. The event would also go a long way in weaning away the youth from going astray and help channelize their youthful energy towards constructive purposes. Consumer awareness meeting

ITANAGAR, Jul 01: East Kameng Middle Zone Students’ Union (EKMZU) conducted consumer’s right meeting at Seppa on June 18.

During the meeting, shortage of commodities in Fair Price Shops, inadequate LPG Cylinder, government land encroachment, price hike of all essential commodities, teachers and BSNL problems were discussed.

Officers, publics, business community and students attended the awareness meeting.

Apang assures help to School

Speaking on the occasion as chief guest Omak Apang assured to provide necessary help to meet the genuine demand like creation of the post of regular principal, introduction of Science & commence streams, renovation of dilapidated boy's hostel from his MLALAD Fund besides creating regular Clerical posts.

He assured that necessary steps would be taken to arrange a visit to Environmental Centers outside the State for girl students while the boys would be taken to Kolkata Science City.

Power and water supply disrupted in Roing

ROING, July 1: The power and water supply system at Roing and around its satellite villages has been disrupted due to washing away of head work/Intake arrangement of Deopani Hydel by flash flood triggered by heavy rainfall on June 29 last. The departmental sources inform that they are trying their best possible efforts to overcome the situation and to restore the services at the earliest possible but due to continuous heavy downpour their all efforts are fruitless.

They have requested all the people in and around Roing Township to save as much as water whenever water is available in the system and also appealed to bear with the department. (DIPRO)

Lohit reviews preparedness on Swine Flu

TEZU, July 1: A review meeting on Swine Flu was held under the Chairmanship of SDO S.K. Deori yesterday to review the preparedness to combat pandemic in the district.

As precautionary measure, an isolation treatment room with PP Kits with Ventilators, separate Medical Personals, is kept ready in Tezu Hospital.

District Administration will also help in sending blood sample to NICD New Delhi through DRC Mohonbari. An intensive awareness campaign will launch in an around Tezu along with rest of the district.

The District Administration urged the citizen to keep their surroundings neat & clean, disposing the waste properly and imposition on movement of stray animals.

Taking part in the review meeting DSO, IDSP Tezu informed virus is highly communicable and called for precaution. (DIPRO)

Changlang ZP express concern at delay in release of grant

Changlang, July 01: The 2nd Zila Parish meeting of Changlang was held yesterday at Miao.

All members expressed concern over delay in releasing the 2nd installment of TFC grant and opined that the remaining TFC grant should be directly credited to the bank account maintained jointly by Member Secretary and Chairpersons of the PRI.

Zilla Parisad, Changlang Chair person Junpo Jugli, called upon all the public leaders and officers present in the meeting to dedicate their service for development of the area.

MLA Kamlung Mossang called on the panchayat leaders and Govt Officers to work in co-coordinated effort so that all the developmental activities could be completed in time.

ADC-cum-Member Secretary, Zilla Parisad L Borang while participating in the meeting explained the difficulties in preparing budget of Zill Parisad due to resource constraint. Budget can be prepared when the Zilla Parisad possesses sufficient asset like building, land from which tax can be collected or when we have contributory grant-in-aid from center or the state government.

He also explained the Notification issued by Panchayat Raj Department, Govt of Arunchal Pradesh on activity mapping devolving fund and functionaries on 29 subjects to PRI members. He urged upon all the District head of the Offices to comply with the notification and issue directions to their sub-ordinates or pre-functionaries to work in close co-ordination with the PRI members.

PRI members should be involved in selection of beneficiaries, Identifying Schemes, Supervision and monitoring of the works taken up by various working departments. Salary of the Teachers, VLWs, HFAs should be released on receipt of their attendance certificate from member Secretary Anchal Samiti.

144 clamped in Bomdila

BOMDILA, Jul 1: Late last night, the Deputy Commissioner cum District Magistrate Swati Sharma, clamped 144 Cr P. C. to prevent occurrence of any untoward incident and to preserve and maintain law and order, peace and tranquility in and around the Bomdila Township. Non-compliance of the order would call for strict action as per the provisions of the Criminal procedure code 1973. This order would remain in force for a period of one week.

The promulgation of the 144 Cr. P. C. was necessitated after a group clashed at a hotel injuring at least 3 people.

Principal Advisor to Chief Minister, Tsering Gyurmey, MLA R.T.Khunjuju, Deputy Commissioner Swati Sharma, Superintendent of Police Palden, ADC R.Tashi and ADC N.Ete was held today after confrontation between two groups of youths during a birthday party at a hotel in Bomdila on June 29 last. All were of the opinion that such incident must not reoccur in future and therefore the District Administration and the Police department must take all necessary measures to ensure that the district is free of such incidents.

The District Administration made an appeal to the populace of the district to maintain peace and harmony and uphold the sense of unity. It further appealed the people not to be carried away by rumours but rather maintain the spirit of communal harmony and peaceful co-existence. (DIPRO)

DC takes stock with head of departments

YINGKIONG, July 1: A co-ordination meeting of all head of departments was held in the conference hall of Deputy Commissioner Office under the chairmanship of Pawan Kumar Sain, DC, Upper Siang today.

Various problems faced in the outposts and remote areas were taken up for discussion.

Pawan Kumar Sain urged all the departments to co-ordinate and co-operate and gear up for development works. He also took stock of the positions of the medical, educational institutions, PDS distribution in the district. He wanted that all should work dedicatedly and discipline should be maintained especially in the educational institutions.

He wanted that selling of liquor to the under aged children should be checked and the children should be discouraged to consume alcohol. For this all should put in concerted effort. He appreciated the decline in hunting but hoped more efforts should be put in to stop it.

He instructed that the Judicial Jail building should be utilized as early as possible. The rates of the market should be monitored by the concerned departments. Officials on emergency duties should remain in their place of duty during duty hours. He further said that all the concerned departments like Power, PHE to be more active so that the general public does not face problems.

He informed that a “Public Durbar” once a month has been introduced from this month where any person, whether public or govt. servant can meet the DC to apprise their grievances. He appealed all to provide constructive suggestion with possible remedies.

Public grievances Redressal Committee has been formed which will meet twice a month and see the contents of the complain cum suggestion box which has been installed in the DC office. All possible steps will be taken for redressal for genuine grievance. (DIPRO)

Training programme of Apex bank

ITANAGAR, July 1: A six days training for Branch managers of Arunachal Pradesh State Co-operative Apex bank Ltd concluded today. DC Capital Complex Padmini Singla speaking as the chief guest at the valedictory function shared the designs for speedy revival of the bank.

Man Power Development and Management Institute Director Dr J B Dutta shared that the Bank Mangers are determined to turn around the bank by putting on dedicated and customer friendly service

Dr Dutta said that Cooperatives have enormous potentialities for the development if the economically weaker sections of the Arunachales and cooperatives have vast net work for bringing the rural people within financial inclusion.

Doctors express concern at attacks

ITANAGAR: Arunachal Pradesh Doctors Association came down heavily on the assault of its fraternity. It said that despite serving the people, it’s been under attack from those very people who they serve. It cited the physical assault on E.M.O Chowkham Community Health Centre and Medical Officer at General Hospital, Naharlagun and rape of an A.N.M nurse of Sangram Sub-Centre.

Terming it barbaric actions, it appealed the concerned authorities to take appropriate actions against perpetrators of crimes.

Union blames admin

ITANAGAR: All Lohit Students Union said that incident of beating of an employee of the state government was unfortunate and that it could have been avoided had the local administration taken action in time. It further informed that High Court had given a verdict to close down the school in 2007 after the running session ended. It said that Lohit district is inhabited by peace loving people who believe in religious co-existence. It further said that demand of Arunachal Christian Forum was unjustified and baseless while adding that it has been misguided on the issue. An employee was allegedly beaten up by a local youth which the Arunachal Christian Forum objected to and had demanded action from the administration to nab the involved.

ITANAGAR: Minister of State for Water Resources Vincent Pala would attend the Solung Festival in Pasighat, East Siang as Chief Guest on Sept 1 next. Responding to MP Ninong Ering’s invitation to attend the festival, Pala informed that he would attend the celebration at Pasighat.

Anini cut off

ANINI: Anini -- a very small underdeveloped town located on a plateau overlooking river ‘Dri’ remains cut off from rest of the world due to weekend torrential rainfall followed by flash flood on June 29 last, which triggered off landslides.

Road link to Roing has been snapped following the lifting of the temporary bridge constructed over River Deopani by BRO, which is the nearest town in Lower Dibang Valley District depended for all commercial necessities.

BRO sources informed that bridge was lifted fearing wash way due to increase in water level in River Deopani, which would be put in to services again with the lowering of water level.

Machines and labourers have been pressed into on 24X7 hours at different block points to clear off the debris and mudslides. (DIPRO)

Leaders allege corruption

ITANAGAR, July 1: Public leaders of Nari Koyu constituency Tanya Dabi, Kojum Koyu and Karto Kaye alleged that there is rampant corruption in the area. It said that contract works are taken by the sitting MLA’s relatives and that number of land have been allotted to their names. The leaders further alleged that land donated by the people for establishment of SDO headquarters have also been allotted to private individuals.

The allegations made by the Arunachal Law Students’ Union (ALSU) against Sunjoy Tassar are unfortunate. It is nothing but an attempt to tarnish the image of Tassar and ALSU general secretary Kipa Kanam is misusing the premier union like ALSU for his personal vested interest.

The credibility of the person like Tassar who has been associated with many organizations like Donyi-Polo Mission, Boum Kakir Mission and served as founder figure of the All Itanagar Market Welfare Association, All Arunachal Pradesh Contractors’ Association and president of All Arunachal Pradesh Chamber of Commerce and Industries and chairman of All Arunachal Congress Volunteers’ Front, general secretary of Pradesh Congress Committee and panchayat Parishad. He was also nominated member of Khadi Board and state level consumer council.

APSPCB under Tassar as chairman has remarkably executed various activities on environmental concern.

The Bazaar Welfare Committee, Palin strongly oppose the statement of the ALSU and appeal the Govt not to succumb to undue pressure and act in larger interest.

In the name of the union, the Govt can not be directed time and again on appointment besides tarnishing the image of a person like Sunjoy Tassar who was actively involved in different welfare activities since 1982. Tassar has been motivating and encouraging the youths of the Jully village in particular for developing self-employment through bamboo and tree plantation, fishery, piggery and horticulture. Besides, he is well-conversant with issues related to environmental concerns and preservation of flora and fauna.

We strongly resent over the statement. The Govt being a welfare one is fully aware of its duties and responsibilities and one is supposed to exert unpressure.

The father of Sunjoy Tassar, Late Mangha Tassar, ex-PI, ex-ZPM, is legendry figure of our 18th Palin constituency. Late Mangha had established many outposts like Sarli-Huri, Tali and Chambang during 1950 to 1980. We appeal the ALSU to take action against its general secretary.

VKV, Kuporijo cries for help

Madam,

Through the columns of your esteemed daily, I would like to request the VKV mission authorities, state government and MLAs of Upper Subansiri district to renovate the dilapidated boy’s and girl’s hostels of the VKV, Kuporijo in Upper Subansiri district.

The school was established during 1986-87 and situated 10 km (approx) away from Daporijo town and 4 km away from Dumporijo town.

Surprisingly, there has been no maintenance works since its establishment resulting in defunct state of the boys’ and girls’ hostels for last three years. Now you can well imagine, what will be the physical or mental condition of a child when he/she has to foot march such a long distance in the name of education. Believe it, during sunny days the children come back to home with sweating, their faces look like ‘charcoal’ and very often fall sick.

Many written correspondence have been made to local MLAs of the district and state Govt but yielded no results. No one tours the villages, circle headquarters of their respective constituency to take stock of the educational scenario. The people of Upper Subansiri never expect such treatment from representatives.

Therefore, I, on behalf of the Upper Subansiri district VKV, Kuporijo school children’s parents, strongly urge upon the Govt to take prompt action in this regard and request the MLAs to visit the school and recommend necessary steps to state Govt or provide fund from MLA LAD for early renovation of the defunct hostel and school in greater interest of the students who are struggling to see the light of education.
